Notices: Economic Development & Affordable Housing
Early Notice and Public Review of a Proposed
Activity in a Federal Flood Risk Management Standard Designated Floodplain
To: All interested Agencies, Groups and Individuals
This is to give notice that the City of Clearwater under 24 CFR Part 58 has determined that the following
proposed action under the HOME Investment Partnerships Program Grant # M-25-MC-12-0230 is located in
the Federal Flood Risk Management Standard (FFRMS) floodplain, and the City of Clearwater will be
identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential
impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by
Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20
in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The proposed project location is 1006 Pennsylvania Avenue in Clearwater, FL, Pinellas County. The
extent of the FFRMS floodplain was determined using 0.2 percent flood approach / or freeboard value
approach.
Description of Proposed Project: Construct a 3BDRM/2BA/1 Car Garage single family home for purchase
by a low-income household. The home will be located in Special Flood Hazard Area AE. The project parcel
size is .11 acres. The home will be elevated above the flood plain.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains
and those who have an interest in the protection of the natural environment, should be given an opportunity
to express their concerns and provide information about these areas. Commenters are encouraged to offer
alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and
methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice
program can be an important public educational tool. The dissemination of information and request for public
comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts
associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when
the Federal government determines it will participate in actions taking place in floodplains, it must inform
those who may be put at greater or continued risk.

CITY OF CLEARWATER
FY 2026 (2026/2027) ANNUAL ACTION PLAN
30-DAY PUBLIC COMMENT PERIOD & PUBLIC HEARINGS
The City of Clearwater is hereby publishing the proposed Fiscal Year (FY) 2026 Annual Action Plan (AAP)(PDF, 3MB) to allocate federal funding from the Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME) under the U.S. Department of Housing and Urban Development (HUD). The AAP identifies projects and activities to be implemented by the City during FY 2026 (2026/2027), which begins on October 1, 2026, and ends on September 30, 2027. CDBG funds are used to provide decent housing, suitable living environments, and economic opportunities to principally benefit low- and moderate-income persons. HOME funds are used to foster private sector partnerships with for-profit and non-profit organizations to develop affordable housing.
In addition to the entitlement grant, funding allocations include anticipated program income generated by the City’s Revolving Loan Fund as well as prior-year (i.e., carryover) resources from projects that were either cancelled or completed under budget to be applied toward new projects. The City of Clearwater anticipates an estimated $912,662 in new CDBG funds, $33,206 in CDBG program income, and $571,930 in prior-year CDBG resources. An estimated $538,976 will be sourced from the City’s Revolving Loan Fund.
