REQUEST FOR RELEASE OF FUNDS

On or about July 20, 2026, the City of Clearwater will submit a request to HUD for the release of Home Investment Partnership funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake a project located at 1006 Pennsylvania Avenue, for the purpose of acquiring a vacant parcel of land and construction of a 3/2/2 single family home. The home will be sold to a household with an income level ranging from 30% to 80% of the Area Median Income. The primary funding source is estimated to be $276,500 in HOME Funds.   

The activities as proposed will take place in the flood plain. The 8-step process was followed and resulted in no public comments. Mitigation measures will include raising the home above the flood plain and utilizing flood proofing construction techniques per HUD regulations at 24 CFR Part 60 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Clearwater 100 S Myrtle Avenue, 3rd Floor, Clearwater, FL where it can be examined or copied weekdays from 9AM to 5PM.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Clearwater at the address above.  All comments received by July 19, 2026, will be considered by the City of Clearwater prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Clearwater certifies to HUD that Dylan Mayeux in his capacity as Housing Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Clearwater to use Home Investment Partnership funds and the Clearwater Housing Authority to use HUD assistance under the PBV Program.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Clearwater’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Clearwater; (b) the City of Clearwater has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections to the use of HOME Funds must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and Urban Development, Jacksonville Field Office,  CPD Director, Larry Hayes, Larry.T.Hayes@hud.gov.  Potential objectors should contact HUD to verify the actual last day of the objection period.
