City Manager Jennifer Poirrier
Jennifer Poirrier became the city manager of Clearwater on April 4, 2023. Poirrier came to the city of Clearwater in August 2018 as human resources assistant director and quickly was promoted to human resources director. Prior to her time in Clearwater, she worked as human resources director at the city of Treasure Island for more than nine years.
Poirrier completed her Bachelor of Applied Science degree in Business/Human Resources at the University of South Florida and her Master of Business Administration in human resources at Florida Atlantic University. She is certified through the High Performance Leadership Academy, is a certified Professional in Human Resources, and is a member of the International City/County Management Association. In 2019, she was honored as a “2019 People First Honoree” by the Tampa Bay Business Journal.
Assistant City Manager Dan Slaughter
Dan Slaughter began his career as an Assistant City Manager for the city of Clearwater on June 27, 2023 after he retired from the Clearwater Police Department as Police Chief on May 27, 2023.
A graduate of Largo High School and the University of South Florida, Dan began his career with the Clearwater Police Department in October 1992. Dan rose through the ranks and served in a variety of assignments, including assignments as a detective in the Robbery-Homicide Unit, the department’s Accreditation Manager, Special Operations Commander, and as the Patrol Division Commander, while also earning his Master of Business Administration from the University of Phoenix in 2007.
On August 7, 2014, Dan Slaughter was sworn in as the Clearwater Police Department’s 13th Chief of Police, commanding the third largest law enforcement agency in Pinellas County. As Chief of Police, Dan expanded the use of technology to prevent and address crime through the creation of the Realtime Operations Center. He also invested heavily in de-escalation and other police training.
Dan has been a board member with the Police Executive Research Forum, The Tampa Bay Area Chiefs of Police Association, and the Florida Police Chiefs Association.
About the City Manager Role
Clearwater is governed by a council/manager form of government with the city manager, appointed by the City Council, serving as the chief executive and administrative officer of the city.
The City Manager is a professional administrator retained by the City Council to administer the day-to-day operations and services of the city. The city manager administers policies and legislation adopted by the City Council, directs all departments, offices and operations of the city, and prepares and administers the annual budget.
