This indicator reports on the yearly service length of employees citywide.

WHY IS IT IMPORTANT?

Employee service tenure directly reflects the ability of a public organization to retain qualified employees, and to ensure the public that services are being sufficiently delivered by quality public servants and is one of several general indicators of employee morale.

HOW WE ARE DOING IT

Employee Tenure Data is measured by the average years of service of each permanent employee citywide and is reported across several demographic areas including employee age, gender, and by department.

Percentage of positions filled through internal promotions

WHAT IS THE MEASURE?

This indicator represents externally and internally advertised job vacancies that are filled by internal candidate.

WHY IS IT IMPORTANT?

The city strives to develop current employees through the advancement of their skills in preparation for expanded responsibilities. Both the city and individual employees benefit from this professional development, including in the form of succession planning for leadership roles.

HOW WE ARE DOING IT

The percentage of positions filled through an internal promotion is measured by the ratio of externally and internally advertised job vacancies in which a current employee is hired into a position of a higher classification. This category excludes career service track job changes (i.e., police academy graduations) or the rehiring of previous employees.
