HOW WE ARE DOING IT

The average response time to report of a code violation refers to the period in which the Code Compliance Division creates a case based upon observation or report of a suspected violation to the date of initial inspection.

Percentage of Addresses with a Confirmed Code Violation

WHAT IS THE MEASURE?

This indicator reports on the average percentage of addresses with at least one confirmed code violation citywide.

WHY IS IT IMPORTANT?

The success of the city’s code compliance program relies on continuously identifying, addressing, and resolving code violations. By measuring the proportional rate of addresses with one or more confirmed violations to Clearwater’s property inventory, the city can proactively detect notable variations or trends in violation activity.

HOW WE ARE DOING IT

The average percentage of confirmed code violations per address citywide is determined by periodic assessment of the total number of addresses with one or more pursued code violations in relation to the overall number of addresses that are within the city of Clearwater.

This indicator reports on the percentage of code violations that are resolved by the property owner without further action.

The percentage of code violations resolved through voluntary compliance is determined by the proportion of code violation cases resolved prior to enforcement action, such as the Municipal Code Enforcement Board or through the Pinellas County Court System.

This indicator tracks the ratio of code violation cases that are initiated proactively versus code violation cases that are reported externally.

Measuring the ratio of proactive to reactive code compliance cases aids in assessing the effectiveness of the city’s preventative measures such as education campaigns and assists in allocating resources efficiently to proactively maintain development standards.

HOW WE ARE DOING IT

The ratio of code violation cases that are initiated proactively and reactively is determined by the ratio of cases that are created internally by staff of the Code Compliance Division, in comparison to those cases that are created externally from the public or other sources.

Average Case Resolution Period

WHAT IS THE MEASURE?

This indicator reports on the average resolution period of all code violation cases.

WHY IS IT IMPORTANT?

Measuring the average resolution period for code violation cases is crucial for assessing inspection and enforcement effectiveness, ensuring timely compliance, and promoting community well-being.

HOW WE ARE DOING IT

The Average Case Resolution Period is the duration between the initiation of a code case and its closure, which can occur through confirmation of no violation, compliance, or disposition by the Municipal Code Enforcement Board or Pinellas County Court System.
