Long Range Planning

The Long Range Planning Division creates and administers the city's long-range planning programs, which establish the city's goals for the future and ensures consistency among long-range goals, city policies and financial decisions. This division is responsible for all comprehensive planning, rezonings and land use plan amendments, annexations, transportation planning, redevelopment planning, historic preservation, special area plans/projects and general research.

Designating a historic property or district, both locally or in the National Register of Historic Places (NRHP), is a prestigious honor and officially recognizes the historic or architectural significance of the property.

Beach by Design

This special area plan sets forth a series of strategies for the revitalization of Clearwater Beach in six major areas: land use, mobility, off-street parking, catalytic projects, economic feasibility and financing, and design guidelines.

Coachman Ridge

This special area plan defines the neighborhood’s vision and provides the framework for neighborhood efforts to maintain Coachman Ridge as a desirable neighborhood.

Comprehensive Plan

The city of Clearwater Comprehensive Plan guides city decisions and actions to answer and address these questions, and provides a flexible framework for adapting to real conditions over time. It is divided into ten chapters or 'elements', each containing many goals, objectives and policies to guide, and is evaluated periodically to respond to changes over time.

Downtown Redevelopment Plan & Zoning District

Downtown Clearwater will thrive as the urban core and heart of the City, as the center of business and government, and as an attractive place to live, work, shop and play. A revitalized Downtown will be achieved through quality urban design, continued creation of a high quality public realm, and a dense and livable pattern which will strengthen the overall health of the city.

Island Estates Neighborhood Plan

This special area plan provides a framework for neighborhood enhancement, change and maintenance. It provides the basis for the implementation of the Island Estates Neighborhood Conservation Overlay District in the Clearwater Community Development Code and is used to coordinate public and private initiatives.

North Marina Area

The North Marina Area is a vibrant waterfront community on
Clearwater Harbor. With a variety of uses, it attracts residents, businesses, visitors, and the boating community.
