The City of Clearwater is transitioning to a new eProcurement system, OpenGov, for publishing solicitations and receiving vendor responses.

We encourage you to register your account  early to start receiving email notifications about Bid/RFP/RFQ opportunities. Registration is completely free for vendors!

Starting October 1, 2024, all City of Clearwater solicitations will be managed through OpenGov. Vendors must be registered to submit responses.

OpenGov Procurement will streamline the process by providing a single online platform for electronic procurement. You will no longer need to mail or deliver hard copies of your responses to the City. The entire process will be handled within the OpenGov system, leading to a more efficient procurement experience.

Until then, below are the instructions on how to submit your solicitation documents electronically through the City's website:

  1. Log onto: https://app.smartsheet.com/b/form/6965ef2e80e84fa6b2426b2a0f226441
  2. Complete online form with “Your Information
  3. Use the drop-down arrow to select “Project You Are Bidding On
  4. Drag and drop your files into the “Upload Files Here” box
  5. Once complete, hit “Submit

NOTE: After submission of solicitation documents, retracting them requires sending an email from your company to the address specified under the respective solicitation on the City’s website. Retractions are only permitted for open solicitations. 

You can access current solicitations online on the city’s website at Purchasing Solicitations or obtain them visiting the Procurement Division Office located at 100 South Myrtle Avenue, 3rd Floor, Clearwater. 

Current ITB/RFP/RFQ documents not submitted electronically can be completed, and returned to: City of Clearwater Procurement Division, Attn: Purchasing, 100 S. Myrtle Ave. 3rd Floor, Clearwater, Florida 33756.
