BRIEF DESCRIPTION:   Notice is hereby given by the City of Clearwater (the “City”) that sealed Letters of Interest (“LOIs”) will be received by the City until 10:00 AM, Local Time, July 10th 2026, from persons interested in the purchase and redevelopment of City-owned property located at 1532 Smallwood Circle, Clearwater, Florida 33755, identified by Parcel I.D. No. 11-29-15-31194-000-0990. Preference will be given to proposals that include affordable housing income restrictions for households earning at or below 120% of Area Median Income (AMI).

No responsibility will attach to the City, its employees, or agents for premature opening of a proposal that is not properly addressed and identified. E-mail or fax submissions will not be accepted. All proposals must be made by interested parties within thirty (30) days after the publication of this notice. Late submittals will not be considered.

DESCRIPTION.  The City seeks an interested party to purchase and redevelop the property located at 1532 Smallwood Circle, Clearwater, Florida 33755. The subject property is a vacant residential lot consisting of approximately 9,135 square feet (.20 acres) and is zoned LMDR (Low-Medium Density Residential). The current zoning designation permits single-family residential development.

Preference will be given to proposals that: 

  • Provide affordable or workforce housing opportunities;  

  • Include deed restrictions or other enforceable affordability mechanisms for households earning at or below 120% AMI; and/or  

  • Demonstrate the ability to timely complete redevelopment of the property.  

Letters of Interest are limited to 2,000 words or fewer and must include: 

  • A description of the proposed redevelopment concept;  

  • Proposed affordability commitments, if any;  

  • Development timeline;  

  • Experience of the development team;  

  • Proof of funds or financing strategy sufficient to complete the proposed project.  

The City shall consider all proposals received in a timely manner. The City reserves the right to reject any or all Letters of Interest, to waive technicalities, to re-advertise, and to otherwise conduct this solicitation in the manner deemed to be in the best interests of the public.
