Request Assistance Through the Fixed Income Support Program

Utility Customer Service offers a program to assist senior citizens and customers who are disabled and on a fixed income avoid late payment charges on their Clearwater utility bills.

Sometimes the past due of the utility bill does not coincide with receipt of a monthly Social Security, retirement, or disability check. This may result in a late payment charge billed to their account. To assist those customers, Utility Customer Service offers the Fixed Income Support Program.

Fixed Income Billing Support

Clearwater’s Fixed Income Billing Support program helps customers on Social Security, Disability, or Retirement income avoid late fees by adjusting their utility bill due date.

Your due date can be delayed by 10 days to match your income schedule.

To apply, you'll need to:

· Complete the application form.
· Provide a valid ID (Social Security number, driver’s license, or state ID).
· Submit proof of fixed income (e.g., Social Security or Retirement award letter).
· Indicate the date you receive your monthly income.

By Mail or In Person

Step 1.Complete the application form

Complete an application form(PDF, 29KB) certifying that you are at least 62 years of age or disabled and that you are on a fixed income (Social Security, disability or retirement).

Step 2.Provide identification

This can include your Social Security Number, Driver License Number, or State ID Number.

Step 3.Provide documentation of your income

The letter you receive from the Social Security Office that shows your monthly income or your Disability or Retirement papers are sufficient.

Also indicate on what date you receive your monthly income check (or direct deposit) each month.

Step 4.Return the form and documentation to Utility Customer Service
