Clearwater City Hall
The Clearwater City Hall, located at 200 S. Myrtle Ave., brings many city departments together in one location, making it easier for residents to access city services, attend public meetings and conduct business with the city. The building is still undergoing finishing touches.
City Hall is home to the City Manager's Office, City Council, City Attorney's Office, City Clerk's Office, Human Resources and Public Communications.
Across the street, the Municipal Services Building houses Finance, Planning & Development, Engineering, Public Utilities Administration and other city departments. The Clearwater Police Department headquarters is also located within the Municipal Services Complex.

About The Building
The new Clearwater City Hall officially opened in October 2026 as the centerpiece of the city's municipal complex. The 40,000-square-foot building brings key administrative departments together in one location, making it easier for residents to access city services, attend public meetings and connect with city staff.
Construction began in November 2024 following City Council's approval of the project in 2023. Designed by Wannemacher Jensen Architects and constructed by Ajax Building Company, the building was created to replace the city's former City Hall while improving efficiency, accessibility and customer service for residents.
The building features a welcoming public reception area, modern Council Chambers, flexible meeting spaces, enhanced accessibility, energy-efficient building systems and the William B. Horne II Plaza, which provides an outdoor gathering space for residents and visitors.
The city of Clearwater will honor the legacy of longtime City Manager Bill Horne by naming the walking paths and green space adjacent to city hall in his honor. Horne dedicated 22 years of service to Clearwater, leaving a lasting impact on the organization and the community. The outdoor space will be named the William B. Horne II Plaza in recognition of his service and legacy.
Where To Park At Clearwater City Hall

The surface parking lot in front of the Municipal Services Building is reserved for residents and guests conducting city business or attending a city meeting. Additional visitor parking is available east of the Clearwater Police Department headquarters and is accessible from Pierce Street.
After 5 p.m., visitors attending City Council meetings or other events may also use the Municipal Services Building parking garage.

City Council and Public Meetings
City Council and advisory board meetings will continue to be held at the Clearwater Main Library while the finishing touches are being completed. Beginning in late October 2026, City Council and advisory board meetings will move to the new Council Chambers at City Hall.
