The direct haul rate is calculated as the percentage of collection truck loads transported directly to designated disposal or processing facilities, which bypass the city’s transfer and handling centers, relative to the total number of collection truck loads.

Community Diversion Rate

WHAT IS THE MEASURE?

The Community Diversion Rate reflects the percentage of material redirected from the Pinellas County Waste-to-Energy Facility and Landfill to alternative processing or repurposing pathways.

The community diversion rate is a critical metric for assessing the effectiveness of waste reduction initiatives, supporting sustainable materials management, and guiding long-term planning for landfill diversion and capacity management.

HOW WE ARE DOING IT

The community diversion rate is determined by the percentage of materials that are processed by third-party vendors for diversion from the Pinellas County Waste-to-Energy Facility and Landfill, which includes single-stream recycling, corrugated cardboard recycling, scrap metal recycling, and bulk materials including yard waste, in comparison to the total volume of all collected materials.

Average Service Order Duration

The Average Service Order Duration measures the average time in business days to complete a solid waste or recycling service order.

WHY IS IT IMPORTANT?

Monitoring the average service order duration is essential for the City’s Solid Waste & Recycling Department to ensure customer satisfaction, safeguard public health, and maintain community cleanliness. This metric highlights delays in the collection, service, or maintenance of solid waste and recycling accounts, and supports the efficient use of resources.

HOW WE ARE DOING IT

The average service duration is measured by the average duration, in business days, of all service orders requested by solid waste and recycling customers, which are further categorized by service type and customer classification type.
