Project Background

From Court Street to Drew Street, this project will improve Osceola Avenue with new infrastructure, smoother roads, safer sidewalks, and a more inviting streetscape for residents and visitors.

Project Goal

The project focuses on replacing and repairing aging underground infrastructure while also improving the roadway surface and drainage systems. Sidewalks will be upgraded, and new landscaping features will be added to enhance the streetscape. To improve pedestrian safety, the plan includes the addition of landscaped bulb-outs at crosswalks. The project also supports downtown businesses by incorporating on-street parking and designated loading zones. The streetscape will be inspired by nearby Coachman Park and Cleveland Street. It will tie together lighting, landscaping and public spaces to create a safe, walkable, and attractive downtown. The goal is to make Osceola Avenue a more vibrant, connected place for everyone.

Typical Section Summary 

• The Typical Section will comprise a two-lane roadway with curb and gutter, with a continuous 10-foot-wide sidewalk supporting on-street parking. The enhancements include the following:
  • On-street parking supporting proposed retail businesses, the city library, as well as loading zones. 
  • The designer evaluated lane repurposing from Pierce Street to Laura Street to accommodate for on-street parking/loading zone.

•  The goal of the streetscape design is to integrate all street elements into a comprehensive unified design while drawing from existing elements such as Coachman Park and Cleveland Street.

• The streetscape will be designed to enhance quality of life and sense of place for users, businesses, and residents while incorporating safety, and ease of maintenance.

• Note: the project is moving away from date palms due to susceptibility to disease and high maintenance cost. Foxtail Palms, Crape Myrtles, and Bridalveil trees were selected for ease of maintenance.
