Building Plan Review Committee (BPRC) & Pre-Application Meetings
The purpose of the Building Plan Review Committee (BPRC) is to provide an informal pre-application meeting where potential projects can be presented and reviewed by staff from various departments involved in the development review and permitting processes (Planning and Development, Engineering, Fire, Public Utilities, Solid Waste, Parks and Recreation and Economic Development.). The committee will review both conceptual and detailed plans and will provide feedback and guidance based on the materials presented at the meeting.
The BPRC meets each Wednesday, excluding holidays, starting at 9:30 a.m. by appointment. Attendees may participate virtually via Zoom (a meeting link will be emailed).
To schedule an appointment with the BPRC, please contact Kevin Garriott, Building Official, at Kevin.Garriott@MyClearwater.com. Please include the following information in your email:
- Property address;
- Parcel identification number;
- Proposed use;
- Any site plans or drawings detailing the proposal; and
- Primary contact for the meeting.
Pre-Application Meetings are mandatory for projects in the Downtown or US-19 Districts. Projects in these zoning districts must meet additional design standards, and pre-application meetings give the applicant and design team the opportunity to discuss the project in more detail with Planning staff prior to submitting an application but after enough design detail is available for a comprehensive review of the proposed site plan and building elevations. Attendees will receive written comments as part of this process.

Drawings must be submitted a minimum of two weeks in advance to allow time for staff review and written comments. Please include the following information in your email:
- Property address;
- Parcel identification number;
- Proposed use;
- Site plan and preliminary elevations; and
- Primary contact for the meeting.
