Across Clearwater, there are hidden metal disks that rest below many of the city’s manholes. Rain trays, sometimes also referred to as “rain stoppers” devices that are designed to prevent rainwater from entering the sewer system through manholes. It has a rubber gasket that fits around the edge of the manhole cover to create a seal between the ring and the cover.
