SUBMIT PROPOSALS TO: The CRA recommends that proposers submit PFDs electronically through the City of Clearwater’s website at https://www.myclearwater.com/business/rfp. Alternatively, proposers may mail or hand-deliver PFDs to the address below:

No responsibility will attach to the City, its employees, or agents for premature opening of a PFD that is not properly addressed and identified. Email or fax submissions will not be accepted. Late submittals will not be considered. 

The CRA invites PFDs for the purchase and redevelopment of two (2) CRA-owned properties, comprising approximately 1.06± acres combined, to be conveyed as a unified redevelopment opportunity within the Clearwater Downtown Community Redevelopment Area. Each PFD must provide for the purchase and redevelopment of both properties. The proposed redevelopment shall be consistent with the Clearwater Downtown Redevelopment Plan, including the vision and development objectives of the Prospect Lake Character District. The properties have a Central Business District (CBD) future land use designation and Downtown (D) zoning designation.  

 

The PFD narrative shall not exceed 2,000 words, excluding supporting documentation (e.g., financial statements, budgets, renderings, site plans, exhibits, appendices, and resumes). At a minimum, proposals shall include: 

 

  • A description of the proposed redevelopment, including the proposed uses, site design, conceptual renderings or other visual depictions, and anticipated community and economic benefits.  

 

  • A proposed purchase price, recognizing that the appraised value of the properties is $2,312,700.00. Purchase price will be considered as part of the CRA’s overall evaluation; however, proposals offering less than the appraised value will not be excluded from consideration and will be evaluated based on the overall merits of the proposal, including the proposed redevelopment and anticipated community and economic benefits.  

  • A complete financial proposal, including anticipated capital investment, sources and uses of funds, the proposed financing structure, and any requested financial assistance, incentives, or public participation from the CRA, the City of Clearwater, or any other funding source.  

  • Information demonstrating the proposer’s financial and legal ability to successfully carry out the proposed redevelopment, including evidence of financial capacity.  

  • A description of the experience of the proposer and/or its principals in developing, constructing, owning, operating, or managing similar developments. 

  • A proposed development schedule identifying major project milestones from acquisition through project completion, including any anticipated governmental approvals.  

  • A marketing, leasing, and/or operational strategy, as applicable, including strategies to promote long-term viability and success of the redevelopment.  

  • Any additional information the proposer believes will assist the CRA in evaluating the proposal and demonstrating the proposer’s ability to successfully acquire, finance, design, construct, own, operate, and maintain the proposed redevelopment.

The CRA shall consider all PFDs received in a timely manner. The CRA reserves the right to reject any or all PFDs, to waive technicalities, to re-advertise, and to otherwise conduct this process in the manner it deems to be in the best interests of the public. PFDs will also be evaluated based on the criteria required by Fla. Stat. § 163.380(2).  

NOTE: Once solicitation documents have been submitted, in order to retract the documents, an email from your company must be sent to the address listed under that solicitation on the City’s website. Retractions can only be made on open solicitations.
