Apply for a Right-of-Way Permit

Step 1.Check your eligibility

• If you already have a permit for a larger project, a Right-of-Way Permit may be covered. Call (727) 562-4750.
• Make sure you are doing work in the city of Clearwater. Some rights of way may be maintained by other jurisdictions such as the Florida Department of Transportation or Pinellas County.

Step 2.Complete your application

Tell us about your project and what type of work you will be doing. Please allow 7 business days (30 calendar days for Communication Facilities or Small Cell Utility Pole) to process your application once submitted.

After we process your application, you will receive an email to submit your plans for review. Please allow 7 business days for permit review.

While online submittal is preferred, you can submit your printed application via a dropbox located in the lobby of the Municipal Services Building, 100 South Myrtle Avenue. Currently, there is no in-person contact option with the Engineering Department.
