Residential In-Ground Pools/Spas & Enclosures Application Checklists

Step 1.Verify That Your Property is in the City of Clearwater

To verify if your property is in the city of Clearwater, visit the Pinellas County Property Appraiser website, enter the address in the Real Property box, and click search. In the search results under Parcel Summary, look under Current Tax District for Clearwater, CW, CWD, or CWDO, all of which indicate your property is located in the city of Clearwater.

Step 2.For Contractors

If you are a licensed contractor performing the work, access the city's online permitting system and register for an account or log in to complete the application process. Only licensed contractors are presently able to use the city's online permitting system for pool and spa permit applications.

Step 3.For Homeowners

Download a Building Permit Application and complete the application.

Step 4.Obtain Signed and Sealed Construction Plans

Two copies must accompany the application. 

Step 5.Obtain a “No Conflict Letter” from Duke Energy

Contact Duke Energy customer service at (800) 700-8744. Duke may charge a small fee to complete the letter.

Step 6.Complete and Have Notarized a Residential Swimming Pool, Spa or Hot Tub Safety Act form.

Download the Safety Act form(PDF, 100KB) and complete the application. Two copies must accompany the form.

Step 7.Complete an Impervious Surface Ratio (ISR) Worksheet.

Download the ISR Worksheet(PDF, 154KB) and complete.

Step 8.Obtain a Clearing and Grubbing Permit.

Access the Permit Application and complete.

Step 9.Submit Application

Bring the completed application along with the required number of letters and forms listed above to the Planning & Development Department, located at 100 South Myrtle Avenue, Clearwater, FL 33756.

Step 10.Pay Application Fees

Visit the Fee Estimator page to calculate the cost of your permit.

Step 11.For Contractors Only

If the contract price (including materials and labor) is greater than $5,000, you must file a Notice of Commencement.

Step 12.Wait for Review and Approval

Staff will review the application and supporting documents and proceed with the required additional steps for approval.

Step 5.Obtain a Copy of a Current Survey of the Property

This can typically be found among the purchase or mortgage documents. Mark the exact location of the pool or spa on the survey. Two copies must accompany the application. If the enclosure is going over an extended or newly poured slab, a Land Clearing and Grubbing Permit(PDF, 87KB) is required, and three copies of the marked survey are required.

Step 6.Obtain Engineering Drawings

Two copies must accompany the application.  

Bring the completed application along with required number of letters and forms listed above to the Planning & Development Department, located at 100 South Myrtle Avenue, Clearwater, FL 33756.
