City and Community Redevelopment Agency Properties Accepting Proposals

Coming soon, the City of Clearwater Community Redevelopment Agency (the “CRA”) will begin accepting sealed proposals beginning on Wednesday, January 14, 2026, until thirty (30) days thereafter with such date being 10:00 A.M., Local Time, February 13, 2026, from persons and groups interested in purchasing all seven of the properties listed below to develop into a single site.

Project Preferences

1.) Provides optimal community and economic benefit to the immediate area as well as to the City of Clearwater overall.

2.) Provides the highest competitive bid above the appraised value of the property being $2,520,000.00.

3.) Proposes a project that includes in part, commercial uses including but not limited to retail, office, hospitality, etc.  However, projects that provide 100% workforce or affordable housing shall also be considered even if they do not meet all of the above factors.

Frequently Asked Questions

Q: How will proposals be evaluated, and would a fully market-rate project be considered?

A: All proposals will be reviewed by a staff evaluation team, which will make a recommendation to City Council. City Council will then determine whether to accept any of the submitted proposals. While mixed-use development is identified as a preference in the RFP, we acknowledge that this site presents challenges for mixed-use given it is not located along a retail or commercial corridor.

Proposals that are 100% market-rate will receive full and equal consideration alongside proposals that are 100% affordable or workforce housing. Ultimately, proposals will be evaluated based on their anticipated economic and social benefits to the community.


Q: Why did the June 2024 RFP ended up being cancelled after the two responses were received?
 

A: The CRA did not move forward with either response because both responses yielded a significant funding gap unless the project was reduced in scale and the structured parking component was removed. That RFP called for structured parking
and 175 (approx.) units.
